-Added Manufacturing Capital Card that increases labor on target planet.

-Shipyards initial labor increased to 8 from 4.
-Ftl Jammer cost reduced to 600.

-Local Asteroid Fields base presure increased by 6 and Labor increased by 1.
-FTL planets now give 2/2 Energy Research on top of the FTL generation/Storage

-Increased the damage reduction of Neutronium r and Ablative Armor.
