Add a modifier if the government is in exile.

Put abandon_colony_tag when the loser country became free.

Add diplomatic notification, like The New Order.

Made a generic localisation in the message (because doesn't work), and add in log when it is happening the conditional surrender.

Localisation more clear (note, in tooltip, doesn't work for some reason...).
