Reduced fishing rod set and fishing net inventory sizes as per requests

Made town fishpole have same output as playermade

Changed fishing pole operation animation to "Sit Idle" instead of "Generic" use since you probably spend more time sitting than reeling.

Added a bar squad to Bark that makes UC citizens/Empire Peasants use pretend fishing stuff.

Removed test start

Modified the vanilla decorative fishracks and nets so NPCs will use them for pretend work (if players use them nothing happens)

Added a new bar squad for the Fishing Villages (one of the fishing villages had nobody that would do pretend work)

Added to Trade Goods vendors, instead of only Adventure vendors
