Removed custom Bandit Player NPCs as they were way too buggy. Addon file size is now 16 MB. (Previously 48 MB)

my dumbass forgot how numbers work

Monolith Rocketeer made a bit rarer, Monolith Gauss sniper is now ACTUALLY more common than the Monolith Preacher and the Preacher himself is ACTUALLY more rarer now.
