Added battery chargers, no more dead flashlights :)
Added power regulator to experimental laser, it should now (theoretically) work after purchasing the vessel mid-campaign

Fixed searchlights not searchlighting, they should now track stuff and roam when idle
Also removed one searchlight from the bottom, it felt a little excessive
