quick compatibility patch for gm_construct_13_beta, literally all I did was put gm13_trigger_npc_curses in the default blacklist so the air isnt squealing at you around the dark room

sorted some issues with the recent swap to OGG,
fixed subtlety for homeless friend,
traded for an old issue unfortunately, there's always something off with the looping somewhere, this is a recurring problem still being experimented with

WAV's all converted to OGG's, code supports it but could have missed something, I'll fix shit if shit needs fixing
