- Reimplemented the Cloaker Scream changes from the July 26 patch. Nothing else from the patch has been reimplemented.

I'll eventually reimplement everything else in that update without it falling apart and with a potentially better code structure, hopefully in the near future. For now this change was important enough to re-add.

- Reverted yesterdays changes due to game breaking bugs.

- Fixed a minor packaging error.

- Make the charge sound play SIGNFICANTLY further in the world.
- Increased speed boost to compensate
- Added a meter at the bottom that shows you punch cooldowns.

- No longer grants the speed boost permanently if swapping or dropping the weapon.
- Now has a worldmodel on the ground, letting the weapon be properly dropped.
- Now shows as being holstered while not charging, increasing scary potential.
