Minor fix for Vent's Turbo mode persistence

Balance improvement for v.1.2.3
- Solved the problem with constant battery recharge, causing an enormous amount of heat.
- Minor fix for vent turbo mode visual effect desync.
- Solved the problem with the order of mods for 3rd party satellites.

v1.2.3 - All conveyors are heatpipes + Turbo mode for vents

- Any conveyors, including modded ones, are now automatically treated as heat pipes.
- Neon lights can also be used as a heat pipe for small grids.
- New turbo mode for vents allows using O2 from connected tanks to cool them down even faster.
