Changed how Splicer quality works, now it does not improve regeneration but increases battery gained, which stacks with AuxCharger and AuxBattery. Fixed 2 recipes not being unlocked on reading last documentation.

Added quality to splicer, increasing its charging speed by 10% per tier. Added extra quality tier on crafting TechSplicer and TechAuxBattery with "Third Tech-Breakthrough documentation" learned.

Fixed issue with splicer. When it was unequipped with any ultimate module on, it would leave behind afflictions that were supposed to be removed, making user vulnerable to many types of damage. IsBuff="true" was missing from ultimate module afflictions. Removing this obstacle allowed for further expansion of splicer inventory! Reduced Combat Barrier duration from 20 seconds to 12.
