Fixed a small bug allowing an infinite # of Darth jar Jars to be built - not gonna happen on my watch

BETA PHASE UPDATE RELEASE

Rehauled space combat by adding the IGBC battle station and swapping out the Validusia star base for it. Fixed multiple graphical issues, fixed several text issues, added Darth Jar Jar (MUST BE BUILT ON BILBRINGI), Moff palace+PA capital have been replaced with CIS HQ and CIS Capital, Multiple SFX files added, issues where multiple ground units were buildable without proper ground facilties has been resolved (i think), and more.

Final update of the nigth- Estap Squadron now will actually shoot lol- forgot to add in their weapons when porting them over

DH Omni Supply ships now deploys interdiction mines

Fixed a few text issues with the Devastation, and a couple heroes, Grievous now should spawn in all eras, other minor bugs fixed, Super Tank no longer has a 2nd buildable option w/ 0 icon, and should now be compatible with GGC
