I discovered why mercs were cheaper for govs with treasury, and increased their price to be equal to govs with gold. Needed to edit 00_government_types, but only for the govs with treasury, to manually increase mercs price.

Anyway, its all good now!

I dont know why, but mercs are way cheaper for govs with treasury, and they seems to have a fixed price, not affectd by the definitions (may be a vanilla bug or a variable i did not found yet)

to compensate this, govs with treasury cant negotiate with mercs, and they have higher chance of rioting


also some hotfixes for 1.18
