-Broke the Dartgun, exhibiting opposing behavior on my dedicated server/sub editor, think i fixed it, issue could still exist

-(RESOLVED) It appears that old dart guns fabricated before the Contained texture swap have been "bricked", to resolve this just make a new one that one will function correctly

-Changed Flamethrower tanks to be in line with the wider changes to ammunition recipes/recycling outputs

-Fixed flamethrowers not being able to deal damage to ballast flora
-Flamethrowers now are essentially more damaging flamers with higher fire chances
-As a balance measure flamethrower fuel can not be affected by quality
-Removed Nucleoelectric batteries spawning in Arc welders, now have a chance to spawn in Wrecked engcabs with reduced chances
-Upped the base price of NE Batteries from 300 -> 500 and reduced max amount available
-I think I made some other changes but forgot exactly what they were?
-Reduced severlimbs probability of non nuclear heavy railgun shells, no longer gaurentees a limb sever still pretty high minimum of 50%

-Reworked most fabrication and recycling recepies to only output a single magazine, excluding low damage firearms like the handgun and mini smg no more needing exactly 2 empty battle rifle mags to recycle them
-fixed a sprite position with the gauss rifle magazine
-fixed darts to properly apply their given afflictions usually worse overal than standard syringes caused by a affliction time of 1
-Removed vanilla scope compatability, This would require much more effort to properly integrate, also would look terrible on every weapon (except maybe the Drum LMG)
