Mostly fixes for the March Quality of Life Update. However, integrating with the new crafting UI prompted some changes:

- Controllers now announce crafting recipes with B ("cancel"); Y is now used for favoriting and B was the only unused button I found
- Controllers can no longer announce recipe ingredients (there are no free buttons for it)
- I rewrote how needed crafting stations are detected, it should be less flaky for translation mods and now supports a few more stations
- For announcing recipes, the click locations are a bit more complicated now:
- If you alt+click a recipe tile in the grid, it will announce that
- If you alt+click a pinned recipe, it will announce that
- If you alt+click a non-default skin in the skin selector, it will announce the skin
- If you alt+click ingredients in either the recipe description or the pinned pop-out, it will announce those
- If you alt+click basically anywhere else in the crafting UI, it will announce the currently displayed recipe

Fixed crashes that could occur in the Forge when announcing
Fixed bug where announcing stats shared the same cooldown (of 10s), but only for alt+clicking with the mouse. They now correctly have separate 10s cooldowns.

- Improve the single-message rate-limiting logic to no longer allow spamming if minor details in the message change (for example the amount of durability on an item)
