Changed Handheld Speaker's Cbat to Portal Radio. It seems like a better fit, given that the speaker's songs are supposed to be situational.

Added Nokia Phone, an alternate Sonar Beacon. Credits for idea and sprite goes to DuckieMcduck's Nokia Sonar Beacon.

Made all instruments deconstructible. None of them drop anything except the Emergency Siren, which already had a deconstruction recipe.

Implemented Bike Horn sounds.

Minor XML improvements. I will likely add one more alarm and one more Harmonica song, but that's about it.

Added Amen Break to the Conga Drum and Virtual Insanity to the Handheld Speaker.

Also enabled streaming for all instruments, the speaker, and the Emergency Siren. Hopefully there shouldn't be any more warnings in the console, and the slight lag spike when loading instruments in shouldn't be there at all.
