Updated weather effects to be compatible with 'The storm update'

Version 0.3.0:
  • Changed Snow to Sand and adjusted terrain coloring
  • Replaced Snow Storm with Dust Storm
  • Adjusted weather events slightly, should be darker now during storms
    Version 0.2.0:
    • Updated for the 'Biggest Update Ever', using a copy of Europa for terrain data
    • Renamed mod to 'Titan: Veiled' tempest to have a naming more in line with vanilla worlds
    • Migrated to StationeerLaunchpad
