Update 6.3

I’ve read the comments with the users’ main concerns and modified the diplomatic economy system. I’ve brought it closer to the game’s original values, but made it a bit more beneficial for the player compared to vanilla. The settlement trade values have also been adjusted: they shouldn’t carry as much diplomatic weight when offered as in the previous version, and it should now be about 50% easier to buy them than in vanilla. I also increased the predisposition for treaty modification by roughly 10 points.
