- Removed the option to change locked region city amounts. if a locked region has no city, you'd get an error when placing stations after unlocking the region.

Worlds created between the launch of this mod and this update have this issue!

- Changed the multiplier for locked cities from a number to percentage. This is a more accurate representation when there are fewer regions than 32.
