- Fix for potential "missed Officer" issue when there are guards eligible to be Officers but no guards eligible to be Specialists.

- "Missed Specialist" issue in previous update found to be due to the game's unintuitive use of the ratios stated in the game files. Issue fixed.

- New implementation of ratios of guard promotions to be more in line with what is allowed with manual promotions. Guards should no longer be top heavy with more Specialists than Officers and more promoted guards than un-promoted guards. To use the new ratios, change all guards to Seniors and click Rank Eligible Guards again.
- Known issue: Officers may still be eligible for promotion to Specialists through the game UI, showing that the number of Specialists isn't maxed according to the game despite meeting the ratios stated in the game files. There shouldn't be too many "missed" Specialists. Will update if the underlying cause can be found or if I feel like adding a static "top-up" to compensate for this behaviour.

- Attempt to fix unintended behaviour when using Rank Eligible Guards more than once (as is necessary if you've hired more guards after it was last used).
