Resigned PBO to hopefully resolve key issues.

Changed staminaCooldown to 3 from 2 (literally 1984)
Changed staminaDuration to 40 from 50

(And changed description to reflect)

Still not 100% happy with how it plays, but this seems to be about as close as Arma will let me get, at least short of potential more advanced solutions I may not be aware of
