Katyusha: Wrong limit fixed

German: (Both German Factions)
PZ4-J Fuel cost up to 70
Stug 3 G Fuel cost up to 70
Luchs: 2cm gun slower rate of fire and less accurate on middle to long ranges
Halftrack 222: 2cm gun same as luchs

US:
M1 Carabine: more range. Is now the same as all other carabines ingame
37mm gun less accurate

General:
All range buffs for troops inside vehicles or bunkers etc. removed.
Troops inside early game vehicles now suffer a big accuracy loss.
