add an blank file and name it your or someone elses steamID to add it in-game

- removed Replay Accurate Parrys option toggle
it was an very pointless option, so its now always on

- added free hats for Cowboy and Wizard in options
if the opponent has an style loaded, it doesn't overwrite the opponents sprites

- added vanilla character reskinning
works just like Parrys but on an more advanced scale with projectiles and sprites
(if you have a skin, hat toggle is unavailable to that skin)

establishing a 2nd shadow government was worth it
