Changed OnGameStart event to OnInitGlobalModData. This will be more reliable with sandbox options taking effect in-game.

Added two more sandbox option to control whether or not the zombie meat is poisonous, and how severe the poison is. These options won't affect items that are already there when changing them, and will require a restart
