Minor Change Agony 1.1.1b

- (again) prevent base game CAI direct war declaration which happened when tweaking "join war" declaration in previous update
- reduced battle map sizes back to vanilla to avoid occasional path finding, clipping and camera issues.

Hot-Fix Agony 1.1.1 (no version change)

- fixed alliances to not be called into player wars automatically (so they dont auto break)
- limit player offer to become vassal to once per 100 turns
- reduced slave gains from razing outposts
