Defender of the Galaxy decays Crisis Opinion: new check has_country_flag = DCC_valid_crisis_for_dotg_decay, any empire with this flag will count as a crisis to trigger the decay.

Modified triggered_opinion_crisis_empire to occur for empires who have these flags:
DCC_valid_crisis_for_opinion_penalty_level_1: No Opinion, prevents hating other crisis empires for them being crisis.

begin_triggered_crisis_opinion_decay now works for countries with DCC_valid_crisis_for_opinion_penalty_level_2 and a witness country has level 2 intel on them, or countries with DCC_valid_crisis_for_opinion_penalty_level_5.

Updated the triggered opinion modifiers to allow customisable decay. This modification requires that 00_opinion_modifiers_nemesis.txt be overwritten in order to not create duplicate triggered opinion modifiers. This means there will be conflicts with any mod that also attempts to overwrite this file.
