- Changed the prestige gain in war by submission to a value that pays the cost

- Light maintenance for versions 1.14
- Added the subjugation casus belli for everyone with several options in the game rules

Added a method of toggling the duration of the truce (the time needed to fight with the same justification)
Fixed bug involving is_local_player
