v1.7.1 release

- The damage of the rail rifle is adjusted to (350+10 * skill_maccuracy), causing an additional 5 points of electric shock damage that stun aliens.
- The ammunition for the AVK sniper rifle has been adjusted to 8/32.
- Medical SMG now begin to decay damage beyond 250 units, previously at 200 units.
- The frequency of aliens spawning in RNG mode will now be adjusted according to the number of marines at the round start.
- The time to revive a knocked-out-teammate has been reduced to 1.2 seconds, and the speed of health reducing when marine incapacitating has increased.
- Optimize the logic of placing ammunition boxes by supply robots.
- The dizziness time caused by buzzers bites has been reduced to 2.0 seconds.
- Adjust the duration of the fire mine to (23 + 1.5 * skill_grenade).
- Adjust the duration of the gas grenade to (23 + 1.5 * skill_rug).
- When marines incapacitating, they will automatically print a message "help me" in the chat box.
- Fixed the issue of using rng2 configuration incorrectly in rng3.
