-Updated to ERX
-Removed Political Power Cost for ALL decisions
-Lowered and raised decision time for ALL decisions, now they are no longer a flat 100 or 60
-Added United States Naval Academy spirit, it will replace Ventura Naval Academy
-Added Air Mission Efficiency back to dynamic, it will now affect Air Plants instead of Air Bases
-Rebalanced various rewards
-Rebalanced various decisions to take less or more time(Non-ERX decisions)
