Fixed another crash bug. Also made doubly sure the AI can't ever recruit a Cheat Councillor by adding anti-affinities to every faction in the Cheat Councillor JSON file.

Fixed the crash while creating new save. Caused by the cheat councillor's TICouncilorTypeTemplate.json file to no longer accept councillors without a 'keystat'. So now the cheat councillor is forced into having a suboptimal science stat.
