Overhauled the NPCs in the Fallen Fort, Hub Outskirts, and Hub Crossroads to match the rest of The Hub.

Also removed 2 overlapping buildings and one fence in those areas!

Fixes a persistent crash from Towns Expansion found when traveling from Bark to Heft.

The issue was the concrete gate guard in Bark having a bug in its AI for medic. The fix is they have their own version of the AI without medic.
