Added support for new short description feature in CR4TTT

Post-release cleanup

- Added message to soulbound player hinting to use their new buy menu
- Fixed players ragdolled by the admin losing their credits
- Fixed renegade not being able to see traitor team chat messages

- Added support for glitch chat mode convar to renegade
- Updated equipment initialization to be more robust and client-server consistent
- Fixed portions of physician not being defined in a shared context when they should have been

Adjusted soulbound ability creation to make it easier to modify via role enhancements

- Fixed physician's tracked players not resetting between rounds
- Changed physician tracker range to use meters instead of 10x source units

- Updated default elementalist ability upgrade chances to be 15%, up from 5%
- Fixed duplicate convar showing in elementalist's ULX menu
- Fixed most elementalist convars not showing in ULX menu

- Fixed minor formatting issue with no-PAP warning for the soulmage
- Fixed self-tracking sometimes not working for Physician
- Fixed extra data being read when updating tracking info for the physician
- Fixed physician's Status/Heart Rate scoreboard column not being removed when the player is no longer a physician

Fixed renegade win showing as Innocent win on round end

- Updated elementalist icons
- Adjusted soulbound convar default values
