-Tweaked config code to avoid encoding issues

Due to the different format of the config, the script will throw an error and automatically recreate the config, thus resetting the values. You've been warned

-Fixed dropped defibrillators being invisible, the defibrillator is no longer blacklisted by default

-Melee weapons can now be individually blacklisted

-Tank chance is now 100% by default
