Reduced skill of significant number of BDF AI Units

Small changes

Changes to friendly AI spawn rates.

Increased friendly factory production rates. Removed several BDF ammo trucks to drain they're Eastern Air Defenses over time (not including airfields and the ADC Site. Increased the number of friendly mercenaries and changed their loadouts. Moved PALAs nuclear production to a more secure area. Added various custom skins to all mercenaries. Added a couple of FARPs for Chicanes. Other various small changes.

Moved around several PALA units, added more helipads, and refueling points for helicopters.

Added various workshop skins to mercenaries. Added a few additional units to protect PALA's nuke production site.

Added more friendly aa to city AD site.

Added active AI to player side due to corrected spawn bug.

Reduced the skill of many SPAAG and IR SAM units.
