some code cleanup,
"mod configs" button now uses localized strings (credit to @Artemys, @Herebin, @lostone on Discord for their help)
configs are now also saved to the persistent path (usually in the AppData folder). this will be used in the future to keep the player's local configs saved and not overridden by the mod author's
configs are now also regenerated if there are any missing/extra configs (usually because the mod dev removed/added configs)

float configs now use ConfigSlider with the range (0,1) by default
