cl_interp_npcs is a command :steamhappy:

I guess it doesn't matter too much if it makes NPCs laggy, low interp just feels so good when doing anything else.

Removed some commands that do quite literally nothing

Brought interp value back up to 0.1 as lowering it makes NPC animations incredibly stuttery.
Various other improvements.

moved this over to the client because it Just Makes Sense™
