(hopefully) fixed translations and adjusted wording for clarity.

I'm an idiot.
I forgot an integral piece of code in my notes, so the city water detection was having some false positives. Corrected.

I consider this mod finished at this point, barring any bugs/errors coming to light.

Added ability to detect city water availability on unplumbed sinks within pre-built structures to the Find Rain Collectors cursor.

Added ability to detect faucets that are/were connected to city water to the Find Faucets cursor.

Added city water icon to tooltip if sandbox setting is enabled.

Added Encoding to multiple languages. Fixed Korean Translation thanks to juni2335.

Added Plumb Helper Plus features. Detect faucets from a floor above!
