- patched an issue where non-host players wouldn't be able to hear the overriden sounds, only the server host

- restored intensity ranges for all default tracks to the ones base baro uses (every default track was at 0-45, though i believe this led to just one track being played for every outpost and cruise which wasnt intended)
- made Monsters Nearby start at random length, also replaced the extended version of it with the same ost that starts at random length
