Testing release.

* Rewrote the entire mod from scratch, keeping the existing textures. - Done
* Moved modded map support into separate workshop pages. - Done
* SGT/CPT ranks for ALL Police departments. -WIP
* Some new badges and necklace badges. - WIP
* Temporarily removed NPCMod/DynamicBodyShapes/Susceptible support! - Will redo these later!
* Some new reflective vests. - WIP
* Fixed every bug I know of. - WIP - HIGH CHANCE OF BEING WRONG!
