Fixed bug in Foreign Investments tree requiring UK opinion to go neutral.

> Added additional research slot to ‘Supreme Council of Science’
> Removed Democracy support requirement for ‘Offer to Take Over Indonesia’ and ‘Renegotiate Unequal Treaties’.
> Including Vietnam in the decision to sue France for white peace.
> Added Phahon and Phibun as general and field marshal, respectably, at the beginning of the game.
> Added focus to add Steel (16) to Siam.
> Added 3 advisors: Prince Naris (The Great Craftsman), Paribatra (War Industrialist), and Prince Damrong (Education Reformer)
> Modified ‘Join Allies’ to form ‘ASEAN’ instead of Allies if Britain is not democratic, neutral, or existing.

**Small Changes:**
> Updated icon for Six Principles.
> Updated portrait for Phibun and Rama VII.
> Added some tooltips to certain focuses to explain whether they will enable or disable the Six Principles of Khana Ratsodon
