Updated obsolete NextBot check to simpler one present in the game.

Fixed overwriting original addon's hook causing it to break

- Fixed error with no equipped weapons
- Redone command handling for proper sound playing on holster
- Fixed screen cleanup once more

Added toggle command in addition to holding
"motiontracker_toggle"

- Ported wire jiggle physics from original Lt_C's model
- Slowed down initialization animation so it actually can be seen
- Properly clean up render target texture when inactive
