fixed the ModInfo.xml name being wrong after the rename

also, removed the faction lock on the Mk400, and renamed it to the Integrated Armor Upgrade Package

(hit the update button before i wanted to/with bugs in the implementation)

rebalanced the Mk520
- removed 5 round autoloader
- reduced reload time to 5 seconds
(RPM goes from ~15 to 12, and alpha damage goes down - brings the Mk520 more into line with the Mk81/Mk550 relationship by retargeting its balance reference to the Mk66)

added the faction keys back because most of the faction mods that would benefit from these use ANS kit anyway and the Mk520 blows literally every OSP casemate out of the water

also fixed a typo in the Mk520 description

removed the faction keys from both spinals, allowing them to be used by any faction
(after realizing that would probably pose issues for compatibility with non-vanilla factions)

i guess OSP will be able to put them on monitors now? (pending testbranch) 60cm cargo feeder lmao
