- Fixed Large grid welder not working.

* there are some bug still exist that i not able to solve( tool core's issue ).

Add more work range at Vanilla Drill( not tiered ).

- Large grid Drill Work range 1.9 to 2.7( add 0.8 range )

- Small grid Drill Work range 1.3 to 1.8( add 0.5 range )

* There are no adjustments to Tiered Drill in this update.

1 ) No longer need "Vanilla Tool Replacement (Tool Core)", Its function( maybe ) are now built into this mod.

2 ) A completely new sbc define of Tools.
more clean, low file size, better inventory size then "Vanilla Tool Replacement (Tool Core)".

3 ) now All Tiered tool are under the Tool Core.

add "IdlePower" and "ActivePower"( sbc tag of ToolCore ) at all tiered tool for work.
those power value is similar to vanilla value.

if not adding those, it makes tool doing nothing :(

i think, those problem are ToolCore Dev's mistake

buff tiered drill's cargo, but still need cargo containers for store ore and stones.

reduce drill spin animation speed for visual satisfaction
( and old value are too much high )

General Large Grid Tiered Drills
-> It doesn't mean an increase in radius than Normal Tiers Techs
The difference in values is due to the different radius handling methods between TC and Vanilla.

and it have minor changes at drill spin animation.
higher tiered drill will spin more faster than previous grade drills.

other Tiered Small Grid Drills
-> divide the value for a drill of the same grade by a value approximating 2.4.
and also, higher tiered drill will spin more faster than previous grade drills.

however, if it differs too greatly from the existing version or needs to be modified, I am willing to modify it.
