Latest touches in AI economics, this time centered on planet colonization.

Reduced some manpower interests to up to 30% less if the system is underdeveloped. There are 6 different generators for manpower, will not be of a big impact but maybe just enough to allow a few low cost industry buildings to kick in.

AI will consider colonizing a new planet when possible population is over 66% instead of 75% of the max, the interest will be very low at that point but much better having that elasticity.

AI will consider planet approval penalty considering a 2/3 filled planet instead of a fully filled planet, when looking for a new planet to colonize.

AI will not boost interest of buildings already in progress if they are infinite.

AI will have a much higher interest in building unique buildings, and higher interest in building wonders.

Refinement on the resources need analysis, to properly take into account infinite buildings.

Extended the functionally of the generator that assigns some interest to build the Academy Embassy, to also give interest to other buildings that AI didn't consider building previously:

- Curiosity Improvements without resource gains: Honeycomb Scope, Vault of Governance...
- Ship Enhancement Improvements: Big Data Shipyards, Cravers Dark ops, Real-time Relays...
- Lumeris Shadow Banking.

Fixed 'Innovative' personality properly raising research interest. Added some interest if there's no info on the last research/building queued (after a save load). There's a minimal interest for every personality for dust/reseach/influence need.

AI will have more interest in improving industry if the system is underdeveloped compared to the rest, and/or the industry per planet is lower than the average.

Fixed Retreat code, the military power check was inverted. Will be fixed on next official path.

Small internal fix for Victory Wonder appearing as a constructible option before being unlocked (for AI), also not being excluded if one is being built.

All of this will come in the next version of the official patch.

- Added missing resource information for FIDS, FIDSI and Manpower bonuses from some buildings, so AI can build them. The most important is Microwave Pipes.

- AI will not load the same strategic weapon/defense module more than once.

- AI will alternate between shields and hull plates in their ship designs.

- AI will not do several ship designs for their invader role support ships.

- A few other minor adjustments not worth detailing.

AI will actually assist their invasions with minor fleets of invader profile units. Fixed behavior of non-military behemoths. Now they mine, research or act as economic support properly.
