Some all-around balancing changes!

All eating times reduced (includes mess amount)
Coin rewards have been slightly increased

It's small and I'll consider adding more stuff down the line. I think it's nice to let the mod be a little less challenging since it's sweets, after all!

The Sweeties Dish will replace any starter bin with normal bins
Sticks returned by the customers can no longer be reused (that was gross)

Reduced customer count on base Sweeties card (hopefully lowers the trash count)
