--Rewritten the code for better performance and stability.
--Added distinct city, spy, and head of govt lists.
--Lowered Gold and Culture costs of Modernize the Japanese Navy decision. Increased Magistrate cost.
--Both Decisions now require Captains if active.
--Modernize the Japanese Navy now requires at least 2 Embassies with another Civ, and now decreases the cost of upgrading naval units instead of granting 2 Ironclads. Also now sends a world event.
--Tojo now referred to as Hideki Tojo in-game to match the way in which I treat other ~~cucks~~ non-sovereign leaders.
--Kantai Kessen promotion now clearly indicates when it is or is not in effect (icon colour changes from silver to Blue).
--Added description of the Civ's abilities in the mod preview screen.
--Updated general mod support for JFDLC and YnAEMP.
