Resource Excess Mechanic
- resources have limits based on empire size
- specific resources require matching settlements to increase their cap

Administration Overhead
- sum of army units in region >10 will have every additional unit increase army upkeep by 2.5% (max 75%)
- higher count of smaller armies that will need to be gathered temporarily for major conquests

Outpost Changes
- fort garrison further reduced to from 8 to 5
- outpost garrison increased from 3 to 5
- outpost upkeep cost increased from 50 to 100 food
- waystation now increased production by 10%
- trade post now decreases production by 10% but adds flat resource income

General Trait Changes
- changed bonus from passive upkeep/replenishment/movement to more active attack/defence/moral
- each bonus has a trade off to lead to army specializations
