Fix pummel damage not scaling with difficulty

~~ 'EXPERIMENTAL' REWRITE UPDATE. THERE MAY BE ISSUES! ~~

Fix issue where charging into a wall with a survivor behind you would pick them up
Fix bot charger damage resistance removal incorrectly calculating the damage
Fix bot chargers being able to pummel while staggering
Fix charging ending with a pummel animation if you don't hit a wall
Fix charging into a wall not staggering nearby survivors
Remove code controlling certain aspects of the director; 'Charge buffers' no longer mess with jockeys as much.
Rewrite the 'charge buffer' so that it no longer occasionally fails ; One buffer is enough for 2+ chargers, cache it and never delete it.
Adjust charge probe value; charging may be glitchy and not hit things! May revert this later if it proves to be too much of an issue.
Misc. adjustments to other unimportant things.


This update should be infinitely more stable (other then the charge probe?) and work way better on survival and versus!
