Traffic cones now have smaller hitboxes. Sadly, I can't write code to reduce vehicle impact force without requiring a server wipe / new game. There is nothing more I can do to make cones less damaging to vehicles. This is a PZ engine problem.

Success: Added three new damaged tiles to replace the placeholder fences with long wire by creating a .pack file.
