Buffs to Spain and changes to China to make Spain the opium wars opponent.

Fixed a small mistake

Added Indian nations, still a bit WIP but the rough idea.
Some other stuff i cannot remember.

Update the dcentralised nations of Wisconsin and the Dakotas to be slightly better.
Gave the Northern unrecognised nations some more buildings to buff them a slight bit (mostly logging camps).
Gave Illinoise a slight population boost.
