-Added new settings page on ARC9 Settings Menu, inspired from ARC9 EFT

This menu is "Addon - BOCW".
There are two options available at this time:

1. Enable Sprint Speed Multiplier

Enables and applies the original sprint multiplier values to all*** BOCW weapons. This essentially nerfs the default GMOD sprint speed and used to be on by default. REQUIRES RESTART.

That's right, the sprint multiplier is a toggle now and is disabled by default.

2. Enable Custom Slot

Makes the Custom Slot*** visible in the customization menu. People want this i think

The custom slots are "bocw_custom_slot" and "bocw_custom_slot_<WeaponName>"
