Add bios to Jake Paragon and Luna Halo

Added a new survivor, Spark Tempest. A ranger who prefers the outdoors, even sleeping or being in the rain. She is deadly with bows.
Added a new coat, the raincoat to protect against rain.
The powered carbon helm no protects against lightning.
The powered carbon vest now protects against rain.
